This was so easy. Less then a 20 minute project. I used this tutorial. Also, my neighbor bought one from an Etsy seller so when hers arrived I looked to see how it was constructed. But basically you double the length of tulle you want (length on child), place the middle of that length around a piece of elastic (that is measured to fit child and sewn shut) and tie a knot! The tutorial used 6" wide tulle but I had 45". So I cut about 6 or 7" (I eyeballed) strips from the folded 45" tulle. I had 6 yards of tulle and I used all of it with 1/2 yard left to make a head piece. This would be a great gift too.
